My understanding is that the law does not directly deal with this issue. The law has been commonly accepted to mean children born here are citizens.
Ireland and other countries have tried to combat illegal entry by making rules where one parent must be legal or elligible to be legal for the kid to be legal. It seems this is a good formula bc the American system invites abuse currently. Why have we not followed Ireland? Political rationale is? Have we tried to talk about this in congress?

Yes. There is a legal precedent from the Supreme Court, from over a century ago. United States v. Wong Kim Ark, 169 U.S. 649 (1898).
