An Arizona sheriff said he planned to defy Washington’s attempts to roll back his staunch enforcement of federal immigration law, a move that could put him on a collision training course with the U.S. government.

Late last year, U.S. Immigration and Customs Enforcement, the largest arm of the Department of Homeland Security, stripped Maricopa County Sheriff Joe Arpaio in the authority to use 100 of his deputies to enforce federal immigration in his jurisdiction, which includes Phoenix. The customs agency took the action simply because Mr. Arpaio’s aggressive immigration crackdowns had drawn criticism from human-rights groups and had run afoul on the U.S. Justice Department, which is investigating whether he has utilized racial profiling and abused his authority.

In an interview this week, Mr. Arpaio mentioned he would ignore Washington’s effort to clip his powers and would train all of his 881 deputies to enforce federal immigration regulation about the streets.

“We have the inherent appropriate to enforce federal immigration law,” Mr. Arpaio mentioned. “If Washington doesn’t like it, I recommend they change the laws.”

Asked about Mr. Arpaio’s plans for reinstating street-level immigration enforcement, an ICE spokesman in Arizona stated: “Sheriff Arpaio’s efforts to conduct immigration-enforcement actions don’t derive from any ICE-delegated federal authority.”

The dispute stems from a provision called 287g, a federal program that enlists and trains local police to identify suspected illegal-immigrant criminals in jails and within the streets. The program was intended to target serious criminals. However, it was criticized for promoting racial profiling and serving as an excuse for local law-enforcement officers to hunt down illegal immigrants. Mr. Arpaio gained notoriety for his tactics.

The Obama administration sought to rein from the 287g plan as part of a broader effort to retool the ICE, which became known in recent years for raiding companies and rounding up illegal workers. The administration has been taking steps to tone down the agency’s image being a hard-edged enforcer.

When it attempted to curtail Mr. Arpaio’s authority, Washington limited his deputies’ ability to verify the immigration status of people from the streets during the program of duty. The deputies still retain the authority to check the status of individuals booked into Maricopa County jails.

“Since the Department of Homeland Security took away 100 of our federally trained deputies…we are going to train every sworn deputy to teach them easy methods to enforce state and federal immigration laws,” the sheriff said in a telephone interview.

The course, which will mainly be taught via computer, will equip deputy sheriffs to “recognize…immigration violations” in the course of duty, Mr. Arpaio stated.

Mr. Arpaio has partnered with Kris Kobach, a law professor who has gained prominence as a national advocate for stricter measures against illegal immigrants.

Mr. Arpaio mentioned “we don’t engage in racial profiling.” He noted that the training for his deputies would include a lesson on easy methods to avoid the practice.

CNN has announced that Lou Dobbs is leaving the network. CNN’s story suggests that Dobbs is leaving on his own to pursue a more activist role on the issues that he has been covering, like immigration and the economy. Lou Dobbs is an American who believes the Constitution is more relevant than ever. Lou Dobbs is right to bring to the for front the one sideness that prevails from the ILLEGAL Immigrant’s. Now that we are the greatest debtor nation in the world, why do these people think we can help them, cause they are ignorant of the facts.

Lou Dobbs is a valued founding member of the CNN family. For decades, Lou fearlessly and tirelessly pursued some of the most important and complex stories of our time, often well ahead of the pack.

I think that this is probably a good thing for CNN. That whole “birther” issue was a waste of time. Look for the stories about Lou Dobbs’s departure from CNN to say that he was controversial figure. No doubt he is. Many in the online pet community noticed and wrote to CNN, and they did a whole weekend where the crawl was the hundreds of pet food product names that were recalled.

“I’m grateful for the many opportunities that CNN has given me over these many years. I’ve tried to reciprocate with a full measure of my ability and my energy.” Even though he spoke well of CNN, which may have been sincere, I also think he may have been being ‘professional’ about it. I wasn’t a HUGE fan of Lou, but I thought he did a good job of what he does. After months of telling reporters that he “absolutely” would not consider leaving his highly-rated CNN show in which he crusades against free trade and illegal immigration, Mr. Dobbs posted a commentary on his Web site last week predicting a surprise new presidential candidate in 2008.

His resignation is effective immediately; tonight’s program will be his last on CNN. His contract was not set to expire until the end of 2011. Good man, but it’s certainly in the best interest of CNN to let him go to attract a more provactive crowd. It’d be the same as Fox letting Hannity go, but the number of viewers is, simply, not there.

If it sounds too good to be true, it probably is. This is one of the first English phrases which persons seeking to immigrate to the United States should be familiar with. Numerous immigrants, including many from the Korean community, have recently become the victim of a whole series of immigration scams and scandals which have resulted prosecution of attorneys, INS Officers and Brokers. Unfortunately, thousands of immigrants and their families who confidently believed that all they needed to do was to pay for these services are now in the process of having their green cards revoked and will be deported from the United States and permanently barred in most cases from re entering the United States.

Most recently in the news was prominent immigration attorney Samuel Kooritzky, who was one of the best known immigration attorneys in the Washington, D.C. area. His Capitol Law Centers told potential immigrants what they longed to hear. Don’t worry about finding an employer to sponsor you for permanent residency. For a fee of up to $25,000, Kooritzky’s firm would do the legal work for their clients and find employers as well. Best of all, there is no need for the employee to strain his limited English in the interview, provide references from previous employers, or even put together a resume. The only thing that was needed was for the potential employee to pay the employer.

As immigration enforcement activities increase and the immigration debate across the country continues, misinformation and fear have compelled many to hastily seek legal status. This has created opportunities for unscrupulous immigration service providers to take advantage of people’s hopes and fears, and exact exorbitant fees from immigrants for questionable naturalization and permanent residency schemes. The consequences are often dire and irreversible.

Unfortunately, people commit fraud in the immigration process all of the time. Some get caught, while others go undetected, calling into the question the integrity of the entire immigration process. To combat fraud in the immigration process, the United States government has stepped up both its fraud detection and enforcement efforts with the REAL ID act, E-Verify, various types of background checks, and the issuance of Notices to Appear (NTA’s) before an immigration judge when USCIS denies a case, amongst others. While the government’s efforts to combat immigration fraud are to be lauded, the up tick in enforcement has caused “real” immigration cases to be more closely scrutinized, sometimes without proper justification.

An attorney who has practiced only immigration law for the past 30 years, it seems as if the government assumes that every case is fraudulent because it is making it very difficult to get even the most well documented cases approved. There are severe consequences for people who commit fraud during the immigration process. For example, a United States citizen who marries a foreign national to help him or her get their immigration papers is committing marriage fraud because the marriage was entered into to evade immigration laws. The United States citizen faces up to five years imprisonment and a $250,000.00 fine, in addition to Federal charges of visa fraud, false statement, and conspiracy. The foreign national will be barred under INA section 204(c) from ever having a subsequent immigrant visa petition approved.

E-Verify is a U.S. government database that employers can use to verify the employment eligibility of prospective hires. Both the U.S. government and some states are attempting to make use of this database mandatory against the protests of various immigration, business and other advocacy groups.

One of the key problems with this database is its unacceptable error rate, which results in citizens and non-citizens alike receiving non-confirmation notices. A non-confirmation means the prospective employee effectively cannot start work until he clears his name.

The number of scam artists preying upon immigrants seeking assistance in obtaining legal residence, work authorization, or citizenship has risen dramatically in recent years. Many unscrupulous consultants claim that they are attorneys or that they have close connections to the Immigration and Naturalization Service (INS). Others use titles such as notary public or notario to deceive people into believing that they are lawyers. In many Spanish-speaking countries, a notario is an attorney, often possessing more credentials than other lawyers.

In many areas, honest and responsible immigration consultants provide a real service. Unfortunately, there are almost always dishonest consultants, and frequently dishonest attorneys as well. Victims of these scams not only lose large sums of money but also are likely to suffer serious harm to their immigration status.

Many desperate individuals have succumbed to the temptation only to find themselves in a worse predicament: they have not only lost their hard-earned $700 but they have also gotten the attention of the Citizenship and Immigration Services (CIS) and have become vulnerable to deportation/removal from the U. S.

The scams in Florida and the Bronx are among the two most well-known schemes in recent times. However, every day, certain individuals and entities (notoriously travel agencies and real estate offices) purport to “do immigration”, luring the vulnerable and unsuspecting through expensive trails in quest of the ever elusive green cards.

What follows is a sadly common story: An immigrant family with U.S.-born children that has been here over ten years hears about “the ten-year benefit,” which they are told will allow the parents to acquire work permits, a possible first step to legalizing their immigration status. They jump at the chance, and pay thousands of dollars to a notario, which in Latin America implies that the person is a licensed attorney. In the United States a notario means a notary public, who is only authorized to verify signatures and has no legal training. The purported lawyer, or notario, explains that the process is expensive and complicated but that legalization is assured because of the time they have lived here and the citizenship of their children. In some cases, unscrupulous licensed attorneys are also involved in these operations, making the process of finding competent, honest legal services even more difficult for an immigrant consumer.

Fraud directed at legal and undocumented immigrants is a serious problem in Los Angeles County. While immigration fraud can take many forms, it most often occurs as false promises for immigration services that sound too good to be true. By making false promises, con artists attempt to justify excessive “service” fees they demand. Once a victim pays the large sum of money, the con artist refuses to help the individual and often reports the person to the INS as undocumented.

The District Attorney’s Consumer Protection Division prosecutes businesses engaging in immigration fraud as the law breakers that they are. To that end, the Consumer Protection Division has organized the Los Angeles Immigration Fraud Task Force, a multi-agency law enforcement effort which attacks immigration fraud through the investigation of fraudulent activity, the prosecution of fraud artists, and educational efforts. Those charged with fraudulent immigration practices face severe monetary fines and potential jail sentences.

Yes and no, immigration being a good thing. On one hand you or the country could get some intelligent hard working people who can actually contribute to the betterment of the country, yet on the other hand the country could and does wind up with criminal elements victimizing and terrorizing the other citizens. Immigration bureau would say that they screen the potential immigrants but there is always corruption at all levels of the government.

I think most would agree that it is, but when it happens in such large numbers, and when the country’s native majority is threatened by it, is it still a good thing? The whole idea of “good” and “bad” relies on the white majority being the majority. When that ceases, is the idea of “America” any less “American”?

What defines a nation? Is it the political boundaries? Is Georgia any less of a country? Or is it the ethnic composition? Is Serbia in fact illegitimate?

Many adults in the United States believe immigration is positive, according to a poll by Gallup. 64 per cent of respondents think immigration is a good thing, while 30 per cent deem it a bad thing.

No QUOTA system is Good. Immigration is bastardized the way it is today. Every Nation, Sweden, England, Germany, with NO special preferences to any but all equally with a QUOTA system which was in place before Nixon took us off it is good.

Advocates on opposing sides of the immigration debate are well armed with statistics responding to such questions. Each side’s numbers in isolation can seem entirely persuasive to a neutral reader.

A poll of legal immigrants conducted over the last month found 60 percent find the tone of the current immigration debate to be alarming; … But these negative perceptions persist.

The Senate is debating S.2611, the Immigration Reform bill. While the legislation includes important provisions on border security and interior enforcement, the Hagel-Martinez “compromise” also creates a system that grants amnesty to the approximately 12 million illegal aliens currently residing in the United States. I am adamantly opposed to any legislation that turns a blind eye and rewards illegal immigrants for breaking the law.

I believe that any legislation approved by the Senate should include strong, definitive measures to address border security and interior enforcement. I believe the President’s proposal to put National Guard troops on our borders is a good first step. I also believe we should continue to construct physical barriers to prevent unlawful entry at our borders. A secure border coupled with strong enforcement laws will begin to eliminate the market for illegal workers and allow the United States to begin to truly address the problem of illegal immigration.

Amnesty-citizenship Senate Bill 2611 for illegal aliens stands for complete, unbelievable and unchangeable insanity! Our reckless U.S. Senate launches our country toward adding 200 million people from outside our borders. This bill will prove the disintegration of our nation, our way of life, our language, our sovereignty, our culture, our schools, medical systems and create an unsustainable society.

Senator Teddy Kennedy’s stupid, moronic and infantile 1965 Immigration Reform Act added 106 million people to our county in 40 years. He opened the gates to a flood that grows by 80 million worldwide annually. What in the name of sanity was he thinking then? That’s the problem; these senators are not thinking about the kind of America into which they are drowning us. They stand bereft of their minds, ethics and understanding of their actions.

America suffers its greatest crisis since the Civil War. Four score and seven years ago our fathers brought forth on this continent a new nation conceived in liberty and dedicated to the proposition that all men are created equal. We are met on a great battlefield of that war testing whether that nation or any nation can long endure.

You’ve read or memorized Lincoln’s Gettysburg address. It stood as the definitive mandate for our country in 1865. Lincoln died for his efforts, yet the nation lived. Men and women perished in terrible battles that pitted brothers against brothers and sisters against sisters. In their time, it was states rights and slavery.

Senate Bill 2611 (Comprehensive Immigration Reform Act) (abbreviated CIRA), is a United States Senate bill dealing with immigration reform. It proposes to increase security along the southern United States border with Mexico, allows long-time illegal immigrants to gain citizenship with some restrictions, and to increase the number of guest workers over and above those already present in the U.S. through a new “blue card” visa program. The sponsor of S. 2611 is Senator Arlen Specter, who introduced it on April 7, 2006. It was passed on May 25, 2006, by a vote of 62-36. Cloture was invoked, which limited debate to a 30 hour period. The parallel House Bill H.R. 4437 deals with immigration differently.

Currently there are estimated to be between 11 and 12 million illegal immigrants living within the United States. On December 16, 2005, the House of Representatives passed H.R. 4437, which aims at improving the US-Mexican border security and increasing penalties for employers and smugglers of illegal immigrants. While most are supportive of increased border security, there have been various approaches to handle problems related to the large number of illegal immigrants already present in the country. The problems associated with illegal immigrants are unlicensed and uninsured drivers, identification theft and fraud, and employment fraud, and health services fraud.

Citizenship is a complex concept that can be defined in many ways. Youth tend to define it as acting appropriately, obeying laws, adhering to authority, and being a voter. While most people regardless of age would probably agree with this definition, researchers working within the field of youth development hold a broader view and define it as a set of abilities that give youth the capacity to “move beyond one’s individual self-interest and to be committed to the well-being of some larger group of which one is a member” (Sherrod, Flanagan, and Youniss, 2002).

Citizenship and contribution are important because of the benefits provided for both the youth and the communities in which they live. Research shows that young people who are involved with programs that build citizenship are less likely to engage in risk behaviors such as truancy and risky sexual behavior, (Flanagan & Van Horn, 2003; Kirby, 1999, 2002), more likely to view themselves as making positive contributions and more likely to remain civically engaged throughout their lifetimes (Roker, Player & Coleman, 1999; Youniss & Yates, 1999).

In the United States, those who are born on U.S. soil are automatically considered citizens of the U.S. Also, those who are born on foreign soil but to parents who are citizens are citizens. Those who move here after birth to non-citizen parents must apply for citizenship. There is an official test, and once the person passes it, they receive their citizenship in this country.

Citizens have automatic rights and obligations – such as the right to vote and the obligation to pay taxes. Also, those who are not citizens must regularly apply to remain here (although there are green cards and visas which extend for a lifetime in some circumstances – such as when you marry a U.S. citizen but do not with to give up your citizenship of your birth country). Some countries will allow dual-citizenship; but for most, you must choose one of another.

Asylum is a form of protection granted to individuals in the United States who have been persecuted or fear they will be persecuted on account of their race, religion, nationality, membership in a particular social group, or political opinion. Individuals who meet this definition of a refugee and who are already in the United States or who are seeking entry into the United States at a port of entry may qualify for a grant of asylum and be permitted to remain in the United States as long as they are not barred from either applying for or being granted asylum. Individuals who are granted asylum are eligible to apply to adjust their status to that of a lawful permanent resident.

Unlike the U.S. Refugee Program, which provides protection to refugees by bringing them to the United States for resettlement, the U.S. Asylum Program provides protection to qualified applicants who are already in the United States or are seeking entry into the United States at a port of entry. Asylum-seekers may apply for asylum in the United States regardless of their countries of origin and regardless of their current immigration status. There are no quotas on the number of individuals who may be granted asylum each year.

Citizenship is the relationship between an individual and a sovereign state, defined by the laws of that state and with corresponding duties and rights. It implies the status of freedom with accompanying responsibilities. Citizenship is the most privileged form of nationality, a broader term which is used in international law to denote all persons whom a state is entitled to protect. Nationality also serves to denote the relationship between a state and entities other than individuals; corporations, ships, and aircraft, for example, possess a nationality. Modern concepts of citizenship crystallized in the 18th century during the American and French revolutions, when the term citizen came to suggest the possession of certain liberties in the face of the coercive powers of absolute monarchs.

A passport is a personal identification and travel document for international use issued by a sovereign State or a United Nations (UN) organization. Generally, only passports which are issued on the basis of a person’s citizenship are of any interest and use.

The Civics Flash Cards for the New Naturalization Test will help immigrants learn about U.S. history and government while preparing for the new naturalization test. These flash cards can also be used in the classroom as an instructional tool for citizenship preparation. The Civics Flash Cards for the New Naturalization Test are also available for purchase through the U.S. Government Printing Office (GPO). To order hard copies of the Civics Flash Cards, follow the GPO link to the right or call 1-866-512-1800 (toll-free) or 202-512-1800 if you live in the Washington, DC metro area.

As you prepare for U.S. citizenship, Learn About the United States: Quick Civics Lessons for the New Naturalization Test will help you study for the civics and English portions of the naturalization interview. There are 100 civics (history and government) questions on the naturalization test. Learn About the United States contains short lessons based on each of the 100 civics (U.S. history and government) questions. This additional information will help you learn more about important concepts in American history and government.

About the US Citizenship Test Study Guide: The United States Citizenship Test Study Guide is designed to help applicants study and prepare for the US citizenship test. It also answers some common questions that most applicants have in regards to the naturalization process. The US Citizenship Test Study Guide is clearly written so that the content can be understood by people with varying degrees of English fluency.

Is a medical exam required as part of the application for citizen?

The Immigration Medical Exam is necessary for individuals who wish to adjust status in the United States or apply for an immigrant visa abroad. It is not possible to obtain an immigrant visa or adjust status without a medical examination. The medical exam must be conducted by a doctor approved by the USCIS. A complete list of approved immigration doctors can be found in the Immigration Medical Exam Guide available for instant download on this page.

Proof of treatment or follow up tests must be provided before the application of temporary or permanent residency is approved. Children may be subject to additional immunization requirements. Medical examinations are generally valid for 12 months. Individuals that are legal residents but changing status to U.S. citizens may be required to re-take the immigrant medical exam. The medical examination must be completed before you can adjust status or obtain an immigrant visa. The Medical Exam Information Guide provides answers to all of your question relating to medical exams for immigration purposes.

Most applicants for adjustment of status are required to have a medical examination. The medical examination must be conducted by a civil surgeon who has been designated by the USCIS. The examination must be documented using Form I-693, Medical Examination of Aliens Seeking Adjustment of Status.

Refugees: If you were admitted to the United States as a refugee and are applying for adjustment of status one year after your first admission, you do not need to repeat the medical examination you had overseas, if there were no medical grounds of inadmissibility that arose at that time. You do, however, need to comply with the vaccination requirements. For more information about the vaccination requirements for refugees, including information about how to get the vaccination sign-off from a participating health department, see “Vaccination Requirements for Refugees and Asylees Applying for Adjustment of Status in the United States”.

Recently the United States Immigration and Citizenship Services (USCIS) stepped up enforcement and political prosecution of immigrants. Individuals and families need to be prepared. Although it may be tempting to try to save money by filing an application for adjustment of status by oneself or by choosing a non lawyer, the price of losing the case is now much higher than the costs of hiring a good attorney. Aliens whose application for adjustment of status is denied may be facing much more than just a disappointment; they now face a removal charge in immigration court.

Immigration law is one of the most complicated areas of law and even minor mistakes can result in severe consequences to the immigrant and his family. All too often an alien will file an application for adjustment of status for which the alien is not eligible. They may not have entered lawfully, may be out of status, or may be a crewman and not qualify under Section 245(i) of the Act (a provision that allows certain aliens to apply for adjustment of status if they pay a penalty.) They may have a criminal bar or may have a previous order of removal that they do not know about. They may have filed the application on their own, or they may have even filed the application with the assistance of an attorney unfamiliar with the complexities of immigration law. In the past, the USCIS would simply deny the application and the alien would leave the United States on their own or continue to remain with family in hopes of future relief or file a new application when qualified. Now, not only will USCIS deny the alien’s application, but it will also issue the alien a Notice to Appear (NTA), placing him or her in removal proceedings before an Immigration Judge. Sometimes, the alien may even be detained at the adjustment of status interview.

Many, but not all, immigration procedures require an interview with an official from the Bureau of U.S. Citizenship and Immigration Services (USCIS). Being prepared and not arousing suspicion will make the USCIS interview as pleasant as possible. The tenor of each interview will depend on the personality of the USCIS official with whom you meet, so it is almost impossible to be entirely prepared. It is important to remember, however, that it is the USCIS official’s job to determine whether there is anything about your background or present circumstances that preclude you from obtaining the immigration status you desire — the officer does not have anything against you personally.

DO prepare for the meeting. Bring copies all of your forms and all your document originals. You should be able to respond to questions about your forms without extensive referencing and confusion.

When you come from a home of divorce, making your own marriage work can be tougher than average. But, you can stop the cycle. In Breaking the Cycle of Divorce, author John Trent, an adult child of divorce himself, offers encouragement, insight and the tools to equip you to beat the odds. Learn to face your fears, make reasonable and realistic changes, and get the help you need to avoid becoming a negative statistic. You can have a marriage that’s strong – that thrives – and gives your own children a solid foundation for happily married lives. A Focus on the Family Resource. Hardcover.

In an age when the pressures on marriage are heavier than ever and divorce is more accepted and easier to obtain, marriages seem to fail as often as they succeed. As an adult child of divorce, Dr. John Trent offers insights into why adult children of divorce tend to repeat their parents’ mistakes. He then lays out a plan for a lifelong marriage that is strong and healthy. Couples will learn how to avoid repeating the mistakes that often lead to divorce.

Your citizenship interview to become a U.S. citizen may be stressful, but the most important thing is to answer each question honestly and to do whatever the USCIS officer asks you to do. Even though you might be nervous, remember that the officer sees scores of immigrants every day, and has probably seen everything. If you are polite, respectful, honest and forthcoming, you aren’t likely to have any problems.

The USCIS officer will not be impressed by lavish compliments or pro-U.S. statements, so don’t bother. Nervous immigrants often think that if they act like they think the officer wants them to act, they’ll be more likely to get approved. Quite the opposite, USCIS officers are more impressed by applicants who answer each question as briefly and succinctly as possible, without overdoing it. Even worse, sumptuous statements that have nothing to do with the interview might make the officer think that you have something to cover up.

The decision to become a United States citizen is one of the most important choices you can ever make. Before you can become a U.S. citizen, however, you first must be a lawful permanent resident of the U.S. For this reason, before you begin the process, you need to know what you want to achieve – legal immigration or naturalization – and if you can expect to qualify for it.

Becoming a U.S. citizen carries important duties and responsibilities as well as rights, rewards, and privileges. Before you make the decision to pursue U.S. citizenship, you need to be aware of what you stand to lose and what you stand to gain; you also need to be sure you’re ready to fulfill all the obligations of a good citizen. U.S. Citizenship For Dummieswill help you understand all that it means to become a citizen of the United States of America.
