Question by Steve K: Can a “green card” holder marry a person inside the US who has let his/her I-94 expire?
If a person is a permanent resident and decides to marry someone who has overstayed his/her visa can they file for an extension for the visa or a permanent residence card for the person who currently has overstayed their I-94?

No, because in order for a green card holder to petition someone, it is usually 2 or 3 year wait, IN the home country. You can try to petition in the US, but they will say “Here’s your interview as the US embassy in Juarez/Guatemala City/Wherever. And then you have to go back.
